Hyderabad :Despite tenders worth more than Rs 70 crore for the repair and construction of roads and paths in different areas of Hyderabad district, the work of Hyderabad Rural, Hyderabad City, Latifabad and Qasimabad roads has not been started yet. It has been revealed that the department has been paying advance payments for years, doubling up on the development works of local government and HMC, showing the completed works of the aforementioned institutions and embezzling money through corruption in funds worth crores of rupees released from the national treasury of Sindh in exchange for working on the sides, and collecting commissions of lakhs of rupees based on work orders on tenders for development schemes. In this regard, informed sources have further revealed that the office of the Executive Engineer of the District Highways Division, Hyderabad, has issued a tender number TC/G-55/13/2025 dated On 14-04-2025, two packages of development works worth approximately Rs 50 crore were published. The first opening date of the tenders was 12-05-2025 and the second opening date was 29-05-2025. According to informed sources, tender number TC/G/55/10/2025 was published on 24/01-2025, in which 31 works of repair and construction of roads in different areas of Hyderabad district have been shown. The tender was to be opened by the Executive Engineer and other staff of the concerned office in the first opening on 14-02-2025 and the second opening date was 3-3-2025, while tender number TC/G-55/11/2025 was published on 24-01-2025. The first opening date of the relevant tender was The date was 14-02-2025 and the second date of opening was 3-3-2025, which the office of the Executive Engineer of the tenders delayed instead of opening the tender on the scheduled time by giving the lie to scrutiny and awarded the contracts of these development schemes worth crores of rupees to their preferred contractor and allegedly received huge commissions for work orders from these preferred contractors. In this regard, informed sources have revealed that the alleged mega-corrupt officers and clerks of the District Highways Department Hyderabad have also issued advance payments to their preferred contractors from the amount of crores of rupees released from the public treasury of Sindh for these development works in different areas of Hyderabad district, while the work on the sides has not even started yet. According to informed sources, there is a record of corruption, commission, doubling of development schemes, working on sides in District Highways Hyderabad. This process of embezzling crores of rupees from the government and public treasury has been going on for the past few years, against which complaints have been made to the Anti-Corruption Department officials and other relevant authorities. But till date, no formal inquiry has been started against the influential corrupt mafia present in District Highways Hyderabad, nor have any corruption cases been filed against such influential corrupt mafia. In return, the said influential corrupt mafia uses the formula of persuasion to get the inquiries and complaint files against them closed. Informed sources have further revealed that the entire network of influential corrupt mafia present in District Highways Hyderabad is being run by a Bill Clarke present there, who has the blessings of an influential official of the Deputy Commissioner’s Office Hyderabad and influential political houses of Hyderabad, and as the influential Bill Clarke wants, he is the executive director of the Hyderabad Highways Authority. The staff of engineers, accounts officers and other employees are appointed and work in the office of Highways Hyderabad. This is the reason why till date no legal action is being taken against the said influential Bill Clark and the executive engineers, accounts officers, preferred contractors and other clerical staff working with him. In this regard, professional contractors said on condition of anonymity that District Highways Hyderabad is no longer a government and public institution but has become a market for the Mahar-Corrupt Mafia and record corruption and commission. The roads and routes here are not completed with the crores and billions of rupees released from the public treasury of Sindh for the basic facilities of the people of Hyderabad District, but that huge amount of government and public treasury is inevitably exposed to the record corruption and commission of the said influential corrupt mafia. They further said that the condition of District Highways Hyderabad is that the officers, clerical staff and their In exchange for completing the work on the side, the preferred contractors of the local government and HMC institutions show the development schemes of the institutions but do not do any work on their basis. While showing all the development schemes as completed in the paper records, they squander government and public funds worth crores and billions of rupees and show the sides of the works of the local government and HMC and say that these are our works, which we have completed, which is a great injustice and punishment. The professional contractors have strongly demanded from the President, the Prime Minister, Pakistan Peoples Party Chairman Bilawal Bhutto, CM Sindh, NAB Chairman, Anti-Corruption Chairman Sindh and other authorities to take large-scale legal action against the influential corrupt mafia present in the District Highways Division Hyderabad and file corruption cases against them and remove the elements involved in this influential corrupt mafia from their posts and punish them. On the other hand, when I had to go to the office of the District Highways Hyderabad to take a stand, there Neither an executive engineer, nor an accounts officer, nor a tender clerk, nor an influential bill clerk could be found.
