ISLAMABAD – Startling revelations have emerged, shedding light on alleged cases of injustice and corruption within the Capital Development Authority (CDA). According to recent reports, numerous government officers and employees within the CDA have faced victimization and human rights violations for speaking out against embedded corruption by officers on deputation.
CDA employees have reportedly become targets of retaliatory actions, including reporting to the HR department, suspensions, and the denial of promotions for extended periods ranging from 15 to 20 years. Shockingly, some employees have even been denied access to medical treatment and rooms in CDA hospitals.
Sources indicate that affected employees are being instructed to report to the HR department, where further orders are given to assign them to the Chak Shahzad CDA Nursery. This assignment requires employees ranging from grades 1 to 19 to endure their workdays under scorching heat without basic facilities such as chairs and water.
The inadequate infrastructure at the Nursery office building has resulted in approximately 30 officers and employees, spanning grades 1 to 19, being subjected to this punitive measure. Even those who raise their voices against injustice find themselves sent to the Nursery, a clear violation of their human rights.
Expressing their concerns, CDA employees have appealed to higher authorities within the organization to address these oppressive actions promptly. Moreover, it has come to light that more than 120 current and former deputationists, who allegedly benefitted from connections and abuse of power, have been exposed for their misconduct. This has raised questions about the implementation of deputation laws within the CDA, warranting an inquiry.
Further investigations have revealed that individuals serving deputations for just three years have enjoyed excessive perks and benefits, including plots, advances for housing, cars, motorcycles, and more. However, the issue arises when these individuals return to their original departments, as it remains uncertain how they will reimburse the substantial amounts they have received. Meanwhile, CDA employees claim they have been deprived of these facilities, fueling their discontent and leading them to raise their voices against such injustices.
The dire situation faced by CDA employees necessitates urgent attention and action from higher authorities within the organization. Steps must be taken to rectify the alleged unjust practices and ensure equitable treatment for all employees. Transparency, accountability, and fairness should be prioritized to restore trust and uphold the principles of good governance within the CDA.
As investigations unfold, it is expected that the authorities will conduct a thorough review of the allegations and initiate appropriate measures to address the reported issues. The protection of human rights and the promotion of a conducive work environment must remain paramount in the functioning of any governmental organization, including the CDA.
