ISLAMABAD: On direction by the Prime Minister, the Establishment Division has formulated the comprehensive guidelines for drafting the Terms of Reference (TORs) for Management Position (MP) Scales. These guidelines are to be strictly followed by all Ministries, Divisions, and Departments to ensure a transparent and competitive selection process for MP Scale positions and to facilitate structured performance evaluation of the incumbents.The guidelines emphasize the necessity of a detailed need assessment to identify skill gaps that cannot be addressed through existing human resources or their further professional training. This assessment will determine whether there is a justified requirement for creating MP Scale Positions.It has been noted that some Ministries and Divisions have been hiring individuals for MP Scale positions to perform core functions, which contradicts the MP Policy, 2020. This practice has led to these positions becoming perpetual in nature. Therefore, Ministries and Divisions are encouraged to develop in-house capacity through on-the-job training of regular officers by incumbents of MP Scale positions. Succession planning and continuous monitoring of training aspects are essential components of this strategy.A standardized Need Assessment form, as per Annex-I, is to be used for all proposed MP Scale Positions.Job Analysis of MP Scale PositionsIf it is determined that the required human resources can only be sourced from the private sector, a comprehensive Job Analysis for each MP Scale position must be conducted. This analysis should include a detailed Job Description and Job Specification, outlining the main tasks, deliverables, and the minimum educational qualifications and experience required.TORs must clearly define deliverables in quantifiable and measurable terms to enable structured performance appraisals by the Performance Evaluation Committees. The focus should be on the value added to the organization’s official business by the incumbent, rather than merely on the number of cases processed or disposed of.
